Alexander Bastrykin orders that Musa Musayev’s case be passed over to North-Caucasian Federal District Directorate for further inquest

Chairman of the Investigative Committee Alexander Bastrykin has ordered that the criminal case against head of Makhachkala urban District Musa Musayev should be passed over to the North-Caucasian Federal District Directorate for thorough investigation.

As became known earlier, Musayev is suspected of exceeding power under Part 3, item “c” of Article 286 of the RF Criminal Code. He was taken in custody yesterday after the Dagestan Office of the Investigative Committee asked courts about it.

Investigators believe that in March 2016, Musayev aware that a plot of land about 17.5 thousand sq. meters in area located in Makhachkala was owned by Dagestan, exceeded his power and illegally signed a decree for passing the ownership to OAO SPK for 1 million 100 thousand rubles. Based on the illegal decree a registering authority made an entry in the Single Register on state registration of ownership of the said property on the said company. According to conclusion of a specialist, the market cost of the property is more than 81 million rubles.

Mr. Bastrykin has ordered investigators of the North-Caucasian Federal District Directorate to take necessary measures to find out all the circumstances surrounding the crime in the shortest possible time, including the damage, and to qualify Musayev’s actions. They were also tasked to check if Musayev has been involved in other crimes.
