In Krasnodar Territory, probe launched into negligence of Administration officials that entailed death of citizens of natural disaster

As part of the investigation into death of people due to adverse weather conditions, the Krasnodar Regional Office of the Investigative Committee of the Russian Federation launched a probe into negligence of Apsheronsk District Administration officials, whose inaction had led to casualties (Part 2 of Article 293 of the Criminal Code of Russia).

According to the investigation, from October 24 to 26, the District Administration officials, while having the information about the possible emergency due to weather conditions, had failed to take the necessary measures to organize and conduct activities to protect citizens. The officials had not fully discharged their duties to warn citizens of Khadyzhensk urban settlement and Kabardin rural settlement timely and properly about the natural emergency situation, and to evacuate them to safe areas. As a result of abnormal amount of precipitation, a number of houses, buildings and constructions had been flooded. One man had died in Khadyzhensk; two men and one woman had died in Kabardinskaya stanitsa. They all were elderly people.

At the moment, a complex of investigative activities is being carried out in order to define the circumstances of the offence and the officials involved. The criminal investigation is ongoing.
