The Chairman of the Investigative Committee of Russia requested to immediately report on grounds for qualification of offense and motion for placement into custody in relation to the incident that occurred in the evening of May 28, 2021 in Moshkovsky District of Novosibirsk Region, a result of which a man, that was stopped by police officers for document check, died.
Official assessments have been arranged into officials of the Novosibirsk Regional Investigative Department of the Investigative Committee of Russia that made procedural decisions on the probe and motioned for the preventive measure.
Upon instruction of the Chairman of the Investigative Committee of Russia the said probe was referred from the Novosibirsk Regional Investigative Department of the Investigative Committee of Russia to the Central Office.
The Main Investigative Department has also launched another probe into the said incident under Articles 318, 319 of the Criminal Code of Russia (violence against representative of authority; insult to a representative of authority).
According to investigation, on May 28 on Sibir highway, two traffic police officers began to chase a Toyota car with tinted windows, the driver of which did not comply with their request to stop. The car was stopped in the area of the workers' settlement Moshkovo, with three men in its cabin. To establish the identity, the police officers asked one of them to go into the official car, and after his refusal, they began to escort the man to the police car holding his arms. The man, obstructing the lawful actions of the employees, was trying to pull out using physical force and also hit them. After that, the second passenger of "Toyota" hit the police officers, expressing insults at them.
Currently, two suspects in the use of violence against law enforcement officers have been detained. Investigative activities aimed at establishing circumstances of the incident are in progress.
