Chairman of the Investigative Committee of Russia holds briefing in St. Petersburg

Within the framework of a working visit to St. Petersburg Chairman of the Investigative Committee of the Russian Federation Alexander Bastrykin held an operational meeting, which was attended by Deputy Chairman of the Investigative Committee of Russia Alexander Vladimirovich Klaus, heads of the II Investigative Department of the Main Investigative Department of the Investigative Committee of Russia  (with a location in St. Petersburg), the Investigative Committee of Russia in Leningrad region and the Western Interregional Transport Investigations Department of the Investigative Committee of Russia, the acting head of the St. Petersburg Main Investigative Department of the Investigative Committee of Russia, direction of educational institutions of the Committee and of the Cultural Center.

The meeting heard reports from the heads of investigative agencies on the progress and results of criminal investigations, which caused a broad public outcry.

For example, V. V. Loskutov, head of the II Investigative Department of the Main Investigative Department of the Investigative Committee of Russia  (with a location in St. Petersburg) reported the latest results of the criminal case against members of an organized criminal group who deceived 28 veterans of World War II and labor and residents of besieged Leningrad into giving up their rights to living quarters. All accomplices of the swindling scheme faced the trial.        

The acting head of the St. Petersburg Main Investigative Department of the Investigative Committee of Russia Goombievsky A.D. presented a report on the progress of investigation of a probe into illegal deprivation of freedom of a minor boy in a medical facility of the city. The child was in the care of an orphanage in St. Petersburg because his parents had been deprived of parental rights. The Chairman of the Investigative Committee of Russia pointed to the need for a legal assessment of the actions (inaction) of the officials of the guardianship and custody agencies, as well as the orphanage in whose custody the boy is. The meeting also discussed the scope of investigative actions carried out in the criminal case of fraud with the real estate of deceased citizens.

The head of the Leningrad Regional Investigative Department of the Investigative Committee of Russia S.T. Sazin presented a report on the progress of investigation of a probe into violent sexual actions committed against a 10-year-old girl in a settlement in Gatchinsky District of Leningrad Region. The head of the Committee ordered to collect the necessary characterizing material about the suspect and to check him for involvement in the commission of similar crimes. The Chairman also heard a report on the investigation of the criminal case of the illegal actions of 16-year-old over a homeless man in the Kirovsky district of Leningrad region.

The head of the Western Interregional Transport Investigations Department of the Investigative Committee of Russia P. Vymenets informed the head of the Committee on the progress of the investigation of the criminal case of bribery on a large scale, initiated in August 2021 against employees of the North-Western Customs Directorate of the FCS of Russia.

In terms of the discussion of the preliminary investigation of the indicated criminal cases, the head of the Committee drew attention to the need for a comprehensive approach to assessing the circumstances of the incident. First of all, this concerns crimes committed against minors and socially vulnerable groups of the population. At the same time, it is worth remembering that the priority is not only the implementation of the criminal law mechanism in relation to the person who committed the crime, but also assistance in restoring the violated right of the victim. The intensification of work aimed at disclosing and investigating crimes of past years was also highlighted. In addition, as part of a trip to the northern capital, Alexander Ivanovich Bastrykin visited the Holy Trinity Alexander Nevsky Lavra. 2021 is also the year of the 800th anniversary of the birth of the prince and commander Alexander Nevsky, whose name the first Cadet Corps of the Investigative Committee of Russia proudly bears.  Continuing the work to perpetuate the heroic deeds of the great commanders and naval commanders, it was decided to time the visit to the monastery to this event in Russian history. The head of the Investigative Committee of Russia laid flowers at the bust of Alexander Nevsky and put candles to his relics.

Representatives of the Holy Trinity Alexander Nevsky Lavra conducted an introductory tour. Then the Chairman of the Investigative Committee of Russia, heads of departmental educational organizations, rector of the Holy Cross Cossack Cathedral Vladimir Sergienko, Ataman and Deputy Ataman of the regional Cossack society "Cossack District of St. Petersburg" Roman Evgenievich Shatalov and Yuri Nikolaevich Tarariko, as well as the head of the St. Petersburg Noble Assembly Alexey Petrovich Grigorov-Rudykovsky discussed issues of interaction in the field of educational work aimed at cultural, moral, spiritual and patriotic education of young people, as well as the necessary work to revive cultural monuments.
