The Main Investigative Department of the Investigative Committee of Russia continues investigation of a criminal case against former Deputy Governor of the Kemerovo Region (for construction) Anton Sibil, previously launched under Part 3 of Article 285 of the Criminal Code for abuse of authority in the allocation of budgetary funds in the interests of organizations under his control.
According to investigators, between 2010 and 2012 Sibil supervised the construction of the building. Sibil was supervising the construction complex of the region, and provided allocation of funds from the budget according to the target program "Habitation" in the sum of 105 million rubles for engineering and transport maintenance of the ground areas in settlement Metallploshchadka for their subsequent complex development and housing construction (housing to persons on the waiting list, kindergartens and other). Subsequently, Sibil facilitated the conclusion of a lease agreement for the aforementioned land plots with the organizations controlled by him, as well as an agreement for the construction of engineering networks and transport infrastructure on them. After the construction was completed, the plots of land owned by the affiliated organizations were sold, at a more than tenfold increase in price.
As a result, the principal goal of the Zhilishche program was not achieved, the residential community was not built, and the regional budget suffered losses to the amount indicated, since the constructed utilities serve exclusively commercial cottage development.
Due to the fact that Anton Sibil hid from the investigation in the Kingdom of Spain, he was placed on the international wanted list.
