Charges pressed against perpetrators of a probe into substandard provision of services by a private clinic Medicina 24/7

The Main Investigative Department of the Investigative Committee of Russia continues investigation of a probe into provision of services failing to meet safety requirements for the life and health of consumers by employees of Medicina 24/7 LLC. The investigation in checking all cases of provision of substandard medical services to patients.

The charges under Paragraph A of Part 2 of Article 238 of the Criminal Code of Russia (provision of services failing to meet safety requirements for life and health of consumers, committed by a group of persons under preliminary conspiracy) were pressed against the director general of the clinic Oleg Serebryansky,  the head of the department of the clinic Ruslan Pavlov; and the anesthesiologist-resuscitator Pavel Naumov.

The investigation found that in July 2019, the defendants, pursuing the goal of making a profit, without doctors and equipment to provide specialized medical care to patients with cardiovascular diseases, in violation of the standards of medical care, hospitalized a patient with a diagnosis of acute myocardial infarction, acute cardiovascular failure. Then, instead of an emergency transfer to a vascular center for surgery, the woman was left for more than a day in the clinic without specialized treatment, which posed a real threat to her life and health. After untimely transfer to a specialized medical institution - City Clinical Hospital No. 1 named after N.I. Pirogov - the patient died.

Upon an investigative motion, the court ruled to place Pavlov and Naumov in custody. Due to the fact that Serebryansky is on the territory of the Turkish Republic, he is on the international wanted list. He was charged and placed in custody in absentia.

In order to secure the civil claims of the victims, the property of Oleg Serebryansky and Medicina 24/7 LLC was seized.

The criminal investigation is ongoing.
