The Main Investigative Department of the Investigative Committee of the Russian Federation has completed the investigation of a criminal case against former Deputy Head of the Yekaterinburg City Administration Viktor Konteev, who is charged of committing crimes under Paragraphs A, B of Part 3 of Article 163 of the Criminal Code (extortion), Part 3 of Article 30, part 2 of Article 105 of the Criminal Code (attempted murder), Part 4 of Article 159 of the Criminal Code (fraud), Part 3 of Article 174.1 of the Criminal Code (legalization (laundering) of funds or other property acquired by the person as a result of committing a crime).
According to the investigators, from March 2009 to May 2010, in the city of Yekaterinburg, Konteev and members of an organized group created by him extorted property on a large scale from a local entrepreneur in the form of a 25% share in the authorized capital of a commercial organization in the amount of over RUB 3.6 million. After the entrepreneur refused to satisfy the demands, the organized group members attempted to eliminate him, but failed to fulfill their criminal intent. In addition, by deception, they stole the victim's property in the form of a 50% share in the authorized capital of the commercial organization in the amount of over RUB 9.5 million. Subsequently, in the period from May 2010 to May 2011, Konteev and the organized group members concluded deals with the abovementioned property aimed at legitimizing ownership, use, and disposal of it.
The investigators collected the sufficient evidence base confirming that Konteev had committed the abovementioned crimes; the indictment on the case was approved, and it was filed for trial.
Earlier, Konteev and his seventeen accomplices, depending on their role, were found guilty of taking bribes, murder, extortion, illegal arms trafficking and kidnapping (Paragraphs B, C of Part 5 of Article 290, Paragraphs A, G, H of Part 2 of Article 105, Paragraphs A, B of Part 3 of Article 163 of Part 3 of Article 222, Paragraph A of Part 3 of Article 126 of the Criminal Code). Konteev was sentenced to 18 years of imprisonment in a high security colony and a fine of RUB 500 thousand.
