The Investigation of a Criminal Case Against the First Deputy Head of the Administration of the City of Rostov-On-Don Has Been Completed

The Main Investigative Department of the IC of Russia has completed the investigation of the criminal case against Sergey Kuznetsov, the former first deputy head of the administration of the city of Rostov-on-Don. He has been charged with negligence and forgery in office (Part 2 of Article 293, Part 1 of Article 292 of the Criminal Code of the Russian Federation).

The investigation has established that Kuznetsov, being aware of the tough hydrometeorological phenomena predicted on June 30, 2016 in the city of Rostov-on-Don, did not take precautions to carry out the necessary measures aimed at minimizing the risk of an emergency as much as possible. This resulted in the death of a 14-year-old girl from drowning in a stream of storm water, causing grievous bodily harm to a man’s health from carbon monoxide poisoning in a flood-blocked car, and injuries to a 16-year-old boy due to a broken electrical wire. In order to avoid responsibility, Kuznetsov falsified the protocol of an extraordinary meeting of his Commission for the prevention and liquidation of emergency situations.   

The investigation has collected a sufficient evidence base, and the criminal case has been forwarded to court for consideration.
