Progress of investigation into explosion in Kharbin restaurant in Saint-Petersburg

Saint-Petersburg Central Investigations Directorate of the Russia’s investigative Committee continues investigating a criminal case initiated over an explosion in Kharbin restaurant. At present final charges are brought against a citizen of People’s Republic of China Sin Zhenli, 49, and a local woman Natalia Feodorova, 52. Depending on the role of each one, they are charged with crimes under part 1 of article 238 (rendering services which do not meet standards of safety to lives or health of consumers) and part 3 of article 219 of the RF Criminal Code (violation of fire safety rules).

According to investigators, Feodorova acting as Deputy CEO of OOO Syanhe (LLC) together with its only founder Sin Zhenli violating regulations and fire safety rules in the period between February 2009 and August 2011 and in March 2012 used no less than two 27-liter gas cylinders filled with propane. They didn’t take any measures to stop the workers from violating fire safety rules and produced and sold foodstuffs, organized catering which did not meet standards of safety to lives or health of consumers. Violation of fire safety rules by Feodorova who was responsible for their observance led to explosion of one of the gas cylinders on 2 March 2012. 3 citizens of People’s Republic of China died of the injuries, 4 – suffered injuries of different gravity.

At present investigating operations are underway to collect and consolidate evidence and finish investigation of the criminal case.
