Criminal case over abuse of pensioner’s rights in village Ugleuralsky initiated in Perm Territory

Perm Territory investigating bodies of the Russia’s Investigative Committee on the instructions of the Committee’s leadership have taken a procedural check into abuse of rights and legal interests of the pensioners living in the village Ugleuralsky, which became known from media sources. Following the results of the check a criminal case was initiated over signs of a crime under part 1 of article 293 of the Russian Federation Criminal Code (negligence).

According to investigators, since 2004 officials of administration of Gubakhinsky municipal district and administration of North Ugleuralsky urban settlement did not in due order carry out a transfer from a nonresidential premise into residential two-storey building of former school № 22 in the village Ugleuralsky where 14 people in need of housing improvement live on the bases of agreements of social rent and did not made capital repairs to the said building. Although the building doesn’t meet the requirements for residential houses the residents were charged with utility services payments. Thus, the rights and legal interests of citizens, most of whom are pensioners, have been abused for a long time.

At present investigation operations are under way to identify the officials guilty of abuse of rights and legal interests of the citizens and to prosecute them. Investigation is to be continued.
