In Perm Territory head of organization ordering reconstruction of Komi-Permyatsky Drama Theater and his deputy held for bribery on a large scale

Perm Territory investigating bodies of the Russia’s Investigative Committee have initiated a criminal case against Director of state institution of Perm Territory Directorate of gas pipelines under construction Komi-Permstroigaz Alexander Kulikov and his Deputy Nikolai Bykov who has a previous criminal record for culpable negligence damaging the budget for 41 million rubles. They are suspected of a crime under paragraphs “a, c” of part 5 of article 290 of the Russian Federation Criminal Code (bribery-taking on a large scale by a group of persons under a preliminary conspiracy).

According to investigators, Kulikov and Bykov being representatives of a client-company in construction (reconstruction) of M. Gorky National Komi-Permyatsky Drama Theater in the town of Kudymkar demanded from OOO StroiProdukt (Ltd.) – a contractor of this construction – to give them as an illegal fee for signing statements of completion money equal to 3% of work cost on each signed act of completion and for immediate transfer of payment for work to this organization. Moreover, during personal meetings Kulikov and Bykov from August to the beginning of September 2012 repeatedly demanded from representatives of the contactor to give them a bribe of 1 million rubles. Representatives of OOO StroiProdukt reported illegal actions to law enforcement bodies. Accordingly all further actions were carried out under the control of filed agents of regional directorate of Russian Ministry of Internal Affairs and investigators of the Perm Territory Investigations Directorate of the Russia’s Investigative Committee. On 13 September immediately after receiving bribes Kulikov and Bykov were detained.

At present the question is being discussed whether to put the suspects into custody. Investigation operations to establish all circumstances of the crime, collection and consolidation of evidence in full are under way. Investigation is to be continued.
