Investigative Committee is to send to State Duma materials on Deputy Knyshov’s check

In connection with the address by Alexander Ageyev, First Deputy Chairman of RF State Duma Constitutional Law and State Construction Committee to the RF Investigative Committee, the Central Investigations Directorate has launched a procedural check into illegal participation of Deputy Alexey Knyshov in business, that is signs of a crime under article 289 of the RF Criminal Code. The cause and the basis for the check are materials, confirming facts of foundation and participation in management of commercial structures in Russia and abroad by Deputy A. Knyshov.

According to the information of investigators, Knyshov in the period between 17 September 2010 and 30 August 2012 was a member of a management body, that is was a member of board of directors of a commercial organization «Inbister s.r.o.» (Bratislava) which he founded together with a Russian citizen V. Kirsanov in the Republic of Slovakia in the form of Limited Liability Company.

In addition, at present Knyshov is registered as a founder or a co-founder of 12 commercial enterprises in the Russian Federation. According to data from the Federal Taxation Service Knyshov before 21 December 2011 was CEO of two companies founded by him: OAO group of construction companies “Don” (OJSC) and ZAO production association “Rostovstroymaterialy” (CJSC).

Based on this information, investigators believe that Knyshov has violated provisions of RF Constitution and Federal Law “On status of a member of Federation Council and status of a deputy of State Duma of Federal Assembly of the Russian Federation” according to which State Duma deputy has no right to be engaged in business or any other payable activity and has not right to be a member of management of any business or commercial organization.

A procedural decision will be made based on the results of the check. However, the information on Knyshov’s violation of restrictions, prohibitions and duties established by the Constitution and laws of the Russian Federation received during the procedural check will be in the near future forwarded by the Investigative Committee to Prosecutor General of the Russian Federation and Chairman of State Duma of Federal Assembly for decisions to be made within their competence.
