Chairman of the Russia’s Investigative Committee launched criminal proceedings against former magistrate of one of magistracies in Kursk suspected of attempted swindling

The Chairman of the Russia’s Investigative Committee has launched criminal proceedings against former magistrate of magistracy No. 2 of Zheleznodorozhny district in Kursk Vitaly Kalinov. He is suspected of a crime under part 3 of article 30, part 3 of article 159 of the RF Criminal Code (swindling committed using official position and on a large scale).

According to investigators, in January 2010, the magistrate having known from his friend that criminal proceedings were launched against her and that it was forwarded to the court to be tried on the merits, decided to use the situation to misappropriate her money. Thus, in the period between January and August 2010 Kalinov many times said to his friend that he could use his official position as a magistrate to assist for the case to be dismissed and return the documents seized from her during the inquiry. For that it was necessary to use him as an intermediary and give the officials engaged in this case a fee of 300 thousand rubles. The woman, deceived by the magistrate, in the morning of 3 October 2010, first gave him 30 thousand rubles and a few days later another 180 thousand rubles allegedly meant to be a bribe for a judge and an officer of internal affairs bodies. After receiving the second portion of money Kalinov was apprehended by officers of the Kursk Region Directorate of the Federal Security Service.

The Kursk Region Qualifying Board of Judges adjudicated on 14 October 2010 to dismiss the magistrate due to disciplinary misdemeanor committed by him. Representative of the Russia’s Investigative Committee charged the Kursk Region investigating bodies with organization of a preliminary investigation.

At present investigating operations are underway to establish all the circumstances of the crime. Investigation is to be continued.
