In Moscow former chancellor of architecture institute and his accomplice charged with exceeding official powers and swindling

Investigating bodies of the Moscow Central investigations Directorate of the Russia’s Investigative Committee have charged former Chancellor of Moscow Architecture Institute (MRKhI) Alexander Kudryavtsev and Head of Department in the same Institute Ilya Lezhava with crimes under part 1 of article 286 (exceeding official powers) and part 4 of article 159 of the RF Criminal Code (swindling).

According to investigators, in the period between 2002 and 2008 Kudryavtsev being the President of MARKhI on the rights of Chancellor of the Architecture Institute and Vice-Chancellor for Research Lezhava decided to take part as businessmen in constructing a residential house in Moscow in order to improve living conditions of professors. With this purpose they, in the framework of investment contract, not having informed the accounting department of the Institute about their intentions gave investors settlement accounts outside MARKhI for transferring the money meant for building. In addition, the accused concealed the information on concluding the participation agreement and facts that the investors had transferred the money from the academic council of the Institute which is the sole body enabled to decide on use of non-budget funds. The contract provided for property accountability of the Architecture Institute before investors. As a result the institute accounts did not receive targeted payments of more than 127 million rubles which were stolen by the accomplices. The house was never completed and professors did not get any apartments.

At present the accused are under a written undertaking not to leave the place and to behave properly. Investigation is to be continued.
