Former police chief in Murmansk Region to stand trial for organizing illegal travel business for foreign citizens

The investigating bodies of the Russia’s Investigative Committee in Murmansk Region have finished investigating a criminal case against former chief of police department “Apatitskoye” of Murmansk Region Office of Interior Ministry Dmitry Goncharuk. He is charged with crimes under part 1 of article 171 of the RF Penal Code (illegal business activity) and part 1 of article 285 (abuse of office).

According to investigation, between 2008 and 2011 Goncharuk, being the chief of police department “Apatitskoye” of Murmansk Region Office of Interior Ministry, with the purpose to make big profit organized tourist trips for sport and amateur fishing on the Pana river in Murmansk Region for groups of foreign tourists. Providing package tours the accused personally bought food for groups, provided transfer services to the fishing venues, purchased special vouchers for fishing, booked and paid for hotel rooms and controlled the operation of a tourist camp he had organized on the Pana river. Goncharuk spoke English and personally accompanied the tourists to the place where they could catch salmon and provided information during the trips, for which he used motor vehicles and all-terrain vehicles of Apatitskoye police department. In all, 59 foreign citizens used the services over the said period and paid over 3 million rubles.

The crime was revealed and solved with active participation of and in cooperation with officers of operational services of law enforcement in Murmansk Region.

Investigators have gathered enough evidence and the criminal case with the approved indictment has been forwarded to court to be tried on the merits.
