Head of Konakovsky district of Tver Region and his deputy convicted

Court has recognized evidence gathered by the Central Federal District Investigations Directorate of the Russia’s Investigative Committee sufficient to convict head of Konakovsky district of Never Region Viktor Krysov and his Deputy Vitaly Osipov. They were found guilty of a crime under part 3 of article 30, paragraphs “a” and “d” of part 4 of article 290 of the RF Criminal Code (attempted bribe-taking through an intermediary).

Investigation and the court have found that based on the decision of the Head of Konakovsky district administration a sale contract on 8 ha of land had been concluded between the administration and OOO Alex (LLC). Later the land was sold to business woman Yekaterina Gladilina. Then the arbitrage of Tver Region recognized the contract null and void as the decision of the administration head lacked the direction on ordering the Property Management and Land Relationships Committee if the administration to conclude the contract with the said economic entity.

Knowing about this court decision Krysov should have filed a suit to arbitrage to withdraw the land from Gladilina. For a bribe of 45 million rubles Krysov entered a conspiracy with Osipov and Kalachnikov, promising Gladilina not to file such a suit. Kalachnikov, acting on behalf of Krysov and Osipov, was detained at the moment of receiving the money.

The court has sentenced Krysov to 8 years 9 months and Osipov – to 8.5 years in a maximum-security prison. In addition, Krysov was sentenced to a fine of 1 million rubles, Osipov – of 950 thousand rubles. Bothe accused have not right to take any positions in state authorities during three years. Igor Kalachnikov is wanted.
