In Moscow criminal proceedings launched against head of the town of Shcherbinki

Moscow investigative bodies of the Russia’s Investigative Committee have launched a criminal case against Oleg Zhishko head of the town of Shcherbinki, Podolsky district, Moscow Region. He is suspected of a crime under part 3 of article 285 of the RF Criminal Code (abuse of official powers).

According to investigators, Zhishko no later than June 2012, having interest to the benefit of OOO Fundamentalika (LLC), illegally gave this company 2 plots of land on lease for 49 years. The land belonged to municipality “City district Shcherbinka” of Moscow Region. Each plot was of 4 thousand square meters. After that he issued permissions to build hotel maintenance units on the rented land. Then the suspect issued permissions to put the facilities into operation, recognizing site huts on the rented land the capital buildings, which they were not and could not have been put into operation. The said company got a right to registrant the site huts as their property and in its turn gave OOO Fundamentalika possibility to get the rights on the land owned by the municipality. In this connection, on 22 June 2012, OOO Feundamentalika and municipal entity “City district Shcherbinka” of Moscow Region concluded sale agreements on the plots of land, under which their price was a little over 2 million rubles. However, the cadastral cost of the land was more than 13 million rubles. Based on these agreements Fendamentalika registered the ownership right on these plots of land on 28 June 2012.

At present investigating operations are under way to establish all the circumstances of the crime. Investigation is to be continued.
