Employee of Federal Alcohol Market Regulation Service and lawyer charged with attempted fraud in Moscow

Moscow Main Investigations Directorate of the Russia’s Investigative Committee has charged Head of Directorate of regulating alcohol market state policy of the Federal Alcohol Market Regulation Service Dmitry Shablinsky, lawyer of Saint-Petersburg city board of lawyers Andrey Malakhin and Valery Averkov with a crime under part 3 of article 30, part 4 of article 159 of the RF Criminal Code (attempted fraud).

According to investigators, in 2012, Shablinsky got information that top managers of a firm were making license for wholesale trade of alcoholic products, having submitted necessary documents to Federal Alcohol Market Regulation Service. He informed about that Malakhin and Valery Averkov. They decided to use the information to steal 15 million rubles from the commercial organization.

Malakhim and Averkov met repeatedly with a representative of the firm and deceived him that they could influence his free receiving of license for wholesale trade of alcoholic products for a fee. In accordance with their plan, the first part of the sum – 500 thousand rubles – was to be given directly to Malakhin and Averkov during personal meeting, and the rest 14.5 million rubles to be put in a bank safe.

On 20 December, around 3:15 p.m., Malakhin and Averkov were detained in one of cafes in Moscow by investigators and officers of Central Federal District Main Directorate of the Russian Ministry of Internal Affairs while receiving 500 thousand rubles from the representative of a firm. Shabalinsky was also detained. At present the pre-trial restraining measure against them is under discussion. Investigation is to be continued.
