Chairman of Investigative Committee launched criminal proceedings against deputy head of administration of Georgiyevsk, Stavropol Territory based on results of personal reception of citizens

During a personal meeting of citizens held today by the Chairman of the Russia’s Investigative Committee, two women from Stavropol Territory addressed to Mr. Alexander Bastykin complaining about illegal demands by acting head of Georgiyevsk administration to pay large sums of money.

On the instructions of the Chairman of the Investigative Committee Stavropol Territory Investigations Directorate based on the results of studying the materials the investigators had and with the purpose of complete and impartial check of applicants’ arguments, has decided to open a criminal case against Alexandra Koryabina, deputy head of administration of Georgiyevsk. She is suspected of a crime under part 1 of article 286 of the RF Criminal Code (exceeding official powers).

According to investigators in March 2011, Koryabina acting as head of Georgiyevsk administration and having official powers to organize settlement of citizens from dangerous structures, acting in spite of legal interests of two women, who lived in a house which did not meet sanitary and technical standards, concluded with the a house exchange agreement and agreement “On paying for excessive area of living space” under which the women had to groundlessly pay 125 thousand rubles each for additional square meters of living space provided to them in exchange for the dangerous structures. Investigating operations are underway to collect necessary evidence.

At present the personal reception of citizens by the Chairman and senior officials of the Russia’s Investigative Committee continues. More than 30 people from different regions of Russia made an appointment. Each of the applicants can share their troubles and complain about actions of local officials or law enforcement. Today’s order of the Chairman made during the appointment is only one of many examples of his attitude towards problems of citizens.
