Criminal investigation launched into death of children under debris of collapsed building in Perm Territory

Perm Territory investigating bodies of the Russia’s Investigative Committee have launched a criminal investigation into negligence of officials of Kungur administration in perm Territory entailing death of two small children (part 3 of article 293 of the RF Criminal Code).

According to investigators, as a result of improper discharge of duty by officials of Kungur administration and improper and negligent attitude to their service, measures were not taken to label the house in Sverdlov Street as dangerous and to resettle the tenants. At night of 24 May 2013, the said house partly collapsed. An 18-month-old boy and his 7-year-old sister died under the debris. According to preliminary conclusions of forensic medical expert examination the children died of compression asphyxia.

At present investigators of the Investigative Committee in Perm Territory together with building specialists are carrying out additional investigation of the scene. Investigators are also seizing documents from the managing company Garant Komforta located in Perm and Kungur, questioning witnesses and tenants of the collapsed house, staff of the managing company and town administration. A forensic building and technical expert has been assigned. Other investigating operations are underway to find all the circumstances of the incident and persons and officials responsible for it. Investigation is ongoing.
