One of top managers of managing company in Murmansk Region charged in case over crimes in the area of housing and communal facilities

The Murmansk Region investigating bodies of the Russia’s Investigative Committee have brought final charges against CEO of OOO Managing Company “Housing and Communal Service” of Olenegorsk Vladimir Doronin. He is charged with a crime under part 2 of article 201 of the RF Criminal Code (abuse of powers entailing serious consequences).

Investigators have found that Doronin from 30 October 2012 to 20 January 2013did not transfer money for the supplied heating energy to the account of municipal unitary enterprise Olenegorsk heat networks with which the agreement on supply of heat energy had been concluded. The money paid by people for the supplied heat energy was transferred on the account of OOO Managing Company Housing and Communal Service of Olenegorsk, which was enough to pay the invoices submitted by the resource supplying company. Yelena Parkhomchuk actually managed OOO Managing Company Housing and Communal Service of Olenegorsk and made decision as per distribution of the money.

Thus, actions of Doronin and Parkhomchuk damaged legal interests of Olenegorsk heat networks equal to material loss of over 30 million rubles. The crime created a real threat of undermining the provision of Olenegorsk with heat during the winter of 2012-2013.

In addition investigators are going to charge the second suspect Yelena Parkhomchuk, head of OOO Managing Company Zhilkomfort. After that they are planning to make every effort to finish the investigation as soon as possible.
