The Southern Federal District Investigations Directorate of the Russia’s Investigative Committee has finished investigating a criminal case against former acting deputy prosecutor of Novocherkassk of Rostov Region Zakhar Peshkov. He is suspected of crimes under part 3 of article 294 of the RF Penal Code (interference in the activity of an investigator to prevent all-round, full an impartial investigation of a case committed by a person using his official position), part 6 of article 290 (taking a bribe on an especially massive scale), part 5 of article 291.1 (offering mediation in bribery).
According to investigators in March 2011, Peshkov, occupying the said position, interfered in the activity of an investigator inferior to him by ordering not to press charges and to change the custodial restraint against a person, who had committed a number of serious crimes. In the period between November and December 2011 Peshkov during personal meetings with the mother of a person suspected of two serious crimes offered they to give him a bribe ranging from 1.3 to 2 million rubles for assisting in making the inferior to him body to drop completely or partially prosecution of her son. In case the prosecution would be dropped only in part and the criminal case forwarded in Novoshakhtinsk district court of Rostov Region, Peshkov offered to be an intermediary in giving a bribe to an official of the prosecutor’s office of Novoshakhtinsk for assisting in making the court to choose a non-custodial punishment. On 15 December 2011, after having received 1 million rubles as the first part of the bribe, Peshkov was apprehended by law enforcement agents.
The investigators have gathered enough evidence and the case with the approved indictment has been forwarded in court to be tried on the merits.
