Three top managers of commercial organization in Volgograd Region suspected of multi-million damage to municipal enterprise

The investigating bodies of the Russia’s investigative Committee in Volgograd Region have launched a criminal investigation against actual owners of OOO Energouchot (LLC) Viktor Klimochkin and Alexey Pestretsov and the CEO of the said organization Yevgeny Strepetov. Depending on the role of each one they are charged with crimes under part 1 of article 201 of the RF Penal Code (abuse of power), parts 4 and 5 of article 33, part 1 of article 201 (instigation and complicity in abuse of power) and paragraph “a” of part 2 of article 165 (infliction of material damage through deceit committed by an organized group).

According to investigators, the firm owned by the accused was engaged in control and stocktaking of electric power consumed by legal persons under the corresponding contracts. In 2009 Klimochkin and Pestretsov organized a criminal group, with the main aim to get profit by understating the volume of the consumed by those organizations electric power. Through three intermediaries they found 16 large enterprises and offered their top managers for a fee to understate the registration of their meters subject to be submitted to Volgograd Inter-District Power Grids. Later using special software and getting from Strepetov access codes to each of the electric meters, they changed the registration for ones advantageous for their clients. The businessmen gave between 25 and 50% of the money saved this way to the accused. As a result of those criminal actions Volgograd Inter-District Power Grids suffered a loss of over 15.5 million rubles.

Klimochkin and Pestretsov on the investigator’s request have been placed in custody. Strepetov, who confessed to the crime, is on a pledge of attendance.
