Criminal investigation launched in Ingushetia against top official of local office of State Traffic Safety Inspectorate

The Main Investigations Directorate of the Russia’s Investigative Committee in the North Caucasus Federal District has launched a criminal case against a senior official of the office of the State Traffic Safety Inspectorate of the Russian Interior Ministry in the Republic of Ingushetia into signs of a crime under part 1 of article 286 of the RF Penal Code (exceeding official powers) and part 1 of article 292 (forgery by an official).

According to investigators, in the period between April and July 2012, the police officer deliberately and out of mercenary interest, obviously exceeding his official powers, ordered his subordinates in inter-district registration and examination department in the local office of the State Traffic Safety Inspectorate of the Russian Interior Ministry in the Republic of Ingushetia to illegally register car of foreign make, which had not been registered at the customs. Moreover, not having right for this he signed the car passports with knowingly false information issued by the said department. As a result the cars were systematically put on registration in the said department leading to the damage on an especially massive scale to the budget of the Russian Federation.

The illegal activity of the police officer and his accomplices was revealed and stopped by personnel of operative and search department of internal security of the Interior Ministry in the Republic of Ingushetia and the office of the Federal Security Service in the Republic of Ingushetia with the support of the Main Office of Internal Security of the Russian Interior Ministry and the M office of the Russian Federal Security Service.

Searches have been conducted in the offices of inter-district registration and examination department in the local office of the State Traffic Safety Inspectorate of the Russian Interior Ministry and in flats of some of the officers of the office. During the searches the investigators have confiscated computers, money and documents relevant for the investigation. Necessary forensic expert examinations will be assigned to analyze the confiscated evidence.

At present investigating and search operations are underway to find other facts of illegal activity of the police officer. It is being contemplated to hold him and place into custody as a pretrial restraint. Investigation is ongoing.
