Vice-Chairman of Russia’s Investigative Committee heard progress of investigation of criminal cases related to violations while preparing and in process of anti-flood measures in Russia’s Far East

Today Vice-Chairman of the Russia’s Investigative Committee Adnrey Lavrenko has held a meeting at the Jewish Autonomous Region Investigations Directorate to summarize the performance of the Directorate over 10 months of 2013 and to hear to the progress of investigation of criminal cases investigated by the investigators of investigations directorates in the Far Eastern Federal District, Khabarovsk Territory, the Jewish Autonomous Region and Amur Region related to the 2013 flood in the Russia’s Far East.

Namely, Mr. Lavrenko heard to the progress of the criminal cases into frauds in construction and reconstruction of the dikes Oktyabrskaya and Nikolayevskaya in the Jewish Autonomous Region, into collapse of the dike at Shimanovsky reservoir in the Amur Region, into the epizootic in the Far Eastern Federal District and into violations sanitary and epidemiological rules in Khabarovsk Territory.

Having noted the general correct tactics of investigations, Mr. Lavrenko gave certain orders to find cause-and-effect relation between the actions of the officials and the ensued socially dangerous consequences and to find other circumstances of the crimes. He stressed that the criminal cases should be investigated as quickly as possible.

At the conclusion of the meeting the Vice-Chairman demanded to take additional organizational measures to eliminate the violations revealed in relation to the quality of preliminary investigation, observance of procedural terms, legality of procedural decisions, observance of constitutional rights of citizens in criminal proceedings.

Besides, on 3 December 2013, Mr. Lavrenko attended the meeting of the Government Commission on response to the 2013 devastating flood in the Far East and informed the members of the Commission on the procedural check into actions of the officials in charge of operating the hydraulic facilities in the subjects of the Russian Federation stricken by the flood. He also reported that the investigating bodies in Jewish Autonomous Region had finished investigating the criminal case against an official of Land Reclamation and Agricultural Water Supply in the Jewish Autonomous Region charged with the crime under part 1 of article 293 of the RF Penal Code (negligence) and on a set of measures taken by the officials of the Russia’s Investigative Committee to prevent crimes, including those related to operation of hydraulic facilities.
