Criminal investigation launched in Moscow against several officials of Rosreestr suspected of negligence

The Central Federal District Investigations Directorate of the Russia’s Investigative Committee has finished the check of the files submitted by the Russian Chamber of Accounts on the violations in expenditure of the funds allocated to the Federal Service of State Registration, Cadaster and Cartography (Rosreestr) for creating Public Cadaster Map of the Russian Federation and cartographic basis of state cadaster of real estate. Following the results of the check a criminal case was opened against a number of officials of the Rosreestr, including deputy head of the Rosreestr Sergey Sapelnikov, in signs of the crime under part 1 of article 293 of the RF Penal Code (negligence).

According to investigators, in 2010-2011, the officials of Rosreestr prepared requirements specification and other documents for tender with violations of law, which allowed them to conclude state contracts on executing work to create Public Cadaster Map of the Russian Federation and cartographic basis of state cadaster of real estate with organizations, which had no right to do such work. Moreover, the work of acceptance commission was no organized in a proper way, which entailed ungrounded expenditure of Rosreestr funds to pay for the state contracts. This way, for example, it has been found that in execution of one of the state contracts the cadaster division was shifted relative to the cartographic basis, the borders of the cadaster division went to the seas and the border line of the Russian Federation was not shown at the Public Cadaster Map. Over 728 million rubles was spent to pay for work, which was not done properly.

Deputy head of the Rosreestr Sergey Sapelnikov during the check illegally left Russia. This criminal case has been filed in a single suit with the case opened earlier in irrational expenditure of Rosreestr funds allocated for creating a real estate cadaster system under other state contracts. Investigation is ongoing.
