In Komi Republic third criminal case opened against deputy of council of city district Syktyvkar - former head of administration

The investigating bodies of the Russia’s Investigative Committee in the Republic of Komi continue investigating a criminal case against deputy of the council of Syktyvkar city district municipality – former head of administration of the city district Roman Zenishchev charged with receiving a bribe on a massive scale (paragraph “d” of part 4 of article 290 of the RF Penal Code) and exceeding official powers (part 1 of article 286).

During the probe investigators have found more facts of Zenishchev’s criminal activity, therefore, head of the Komi Investigations Directorate has launched a criminal case into a crime under part 3 of article 160 of the RF Penal Code (embezzlement of entrusted assets committed by a person using their official position on a large scale).

According to investigators, in May 2008 six employees of Syktyvkar administration including Zenishchev visited Spain and a number of other European countries as tourists. The trip was financed by the funds of municipal budget under the contract on professional development “management of organization and personnel” concluded with the Urals interregional office of NGO – Society “Knowledge” of Russia “Urals and Siberian Home of Knowledge”. Zenishchev being the head of administration ordered to pay the bill on 385 thousand rubles to the organization and signed the acceptance certificate, knowing that the officials of the administration had not been trained.

Zenishchev was already charged with the fact that through intermediacy of his deputy Sergey Luchenkov he had received a bribe of 10 million rubles for illegal actions during execution of a municipal contract on preparation of construction documents, construction and delivery of equipment to the module boiler house in the village of Nizhny Chov in the city of Syktyvkar in 2007.

In addition he was accused of the fact that in June-July 2007, realizing that issuance of permit to construct blocks of flats in the block of streets Krasnykh Partizan – Pervomayskaya – Internatsionalnaya – Svobody in Syktyvkar depends on his actions, he demanded from OOO Management Company ICT to fictitiously appoint Polina Golovanova (then a close friend, currently a wife) on a top position and got a fee of 650 thousand rubles, which the company in 2007-2009 was transferred to Golovanova’s bank account.

At present Zenishchev is kept in a pretrial detention center as in February 2014 a court ruled to place him in custody. Investigation is ongoing.
