In Chechen Republic sentence passed over stealing over 360 million rubles from RF budget

A court has recognized the evidence gathered by the North Caucasus Federal District Main Investigations Directorate of the Russia’s Investigative Committee sufficient to convict Artur Gelogayev. He was found guilty of crimes under part 4 of article 159 of the RF Penal Code, part 3 of article 303, paragraph “a” of part 3 of article 174-1, part 3 of article 30 and part 4 of article 159, and part 1 of article 303 (fraud, forgery of evidence, money laundering).

The criminal case has been severed in a separate law suit from a case over frauds by lawyer of lawyers Board of the Republic of Ingushetia Ibragim Bekov and other individuals, and over their tampering with the evidence under a civil motion.

The investigators and the court have established that in 2008 Gelogayev conspired with Anzor Umarkhadzhiyev, Ibragim and Magomed Bekov and other unidentified persons and forged economic and organizational documents of Symbiosis Association in order to misappropriate state funds on an especially massive scale. They submitted the papers to the Chechen Republic Arbitration Court. Based on the papers the Court ruled to satisfy their claims and issued writ of execution under which they received over 364 million rubles. By numerous financial operations the money was legalized by the members of the criminal group and spent to their own needs.

In addition, in 2012 Gelogayev, Umarkhadzhiyev, Ibragim Bekov and other unidentified persons forged economic and court documents of Symbiosis Association and submitted the papers to the Chechen Republic Arbitration Court to misappropriate state funds on an especially massive scale. Based on the papers the Court ruled to satisfy their claims of over 4 billion rubles. However they failed to accomplish their criminal intention as the crimes were revealed and stopped by law enforcement and the ruling of the Chechen Republic Arbitration Court was cancelled.

As a result of efficient investigating operations and properly organized cooperation with the operatives of the North Caucasus Federal District Main Office of the Russian Interior Ministry, the investigator identified witnesses, confiscated documents exposing the accused. Interrogations of witnesses carried out in tactically correct way, as well as results of multiple forensic tests allowed restoring the circumstances of the crime in detail. In 2013, a pretrial cooperation agreement was concluded with Gelogayev.

The court sentenced Gelogayev to 5 years in a minimum-security penal colony, followed by limitation of freedom for 6 another months. He was also banned from occupying any positions in state service and in local governments for 2 years with a fine of 100 thousand rubles.
