In Altai Territory, founders of Chisty List rehabilitation center where 9 people were killed in fire detained

The Altai Territory investigating bodies of the Russia’s Investigative Committee have detained two founders of the rehabilitation center of the Chisty List Charity Foundation Denis Menshin, 35 and Zhirair Zurnadzhyan, 34. They are suspected of a crime under part 3 of article 238 of the RF Penal Code (execution of work or rendering services not meeting life and health safety standards of consumers involving death of two or more people by negligence).

According to investigators, in the morning of 27 April 2014, 8 patients rehabilitating from drug and alcohol addiction were killed during a fire in the rehabilitation center in the village of Ozero-Krasilovo, Kosikha District. 6 more people were taken to hospital with different injuries.

At present the investigators are looking into the cause of the fire, with two possible versions considered – casual handling of fire and arson. Forensic DNA, chemical, medical and fire technical tests are being run. The investigators and criminalists are questioning the suspects, witnesses, patients of the center and their relatives.

In addition, the investigators are preparing to file a motion requesting to remand in custody Maxim Kozhatov, the director of the center, who was detained earlier.

During the probe investigators are going to classify the actions of the suspects on observing fire safety requirements in the rehabilitation center, as well as actions of oversight bodies. Investigation is ongoing.
