In Khanty-Mansi Autonomous Area criminal case opened against former investigator

The Special Office of the Investigations Directorate of the Russia’s Investigative Committee for the Khanty-Mansi Autonomous Area-Yugra has launched a criminal case against former investigator of Khanty-Mansi Inter-district Investigations Department Sharif Aripov over a crime under part 2 of article 293 of the RF Penal Code (negligence entailing death of a person).

On April 19, 2014, a 23-year-old woman from the city of Khanty-Mansiysk reported to have been raped by Marif Mamedov. Aripov checked the facts and refused to open a criminal case. Investigators believe that as a result of Aripov’s failure to reveal the perpetrator and protect the young woman, Mamedov killed her a month later. The Khanty-Mansi Inter-district Investigations Department started an investigation into the fact, under which Mamedov was arrested and charged with a crime under part 1 of article 105 of the RF Penal Code. In addition, following an additional check another criminal case was opened against Mamedov over a crime under paragraph “b” of part 2 of article 131 (rape under the threat of being killed).

By now Aripov and his immediate superior have been dismissed from their positions.

During the probe investigators are going to reclassify Aripov’s actions as they are going to find out whether it was just negligence or there were other motives.
