In Rostov Region nvestigation in collapse of building injuring 20 people finished
The investigating bodies of the Russia’s Investigative Committee in the Rostov Region have finished investigating criminal case against the chief architect – the Chairman of the Urban Development and Architecture Committee of Taganrog administration Andrey Maksimenko, accused of a crime under paragraph “c” of part 3 of article 286 of the RF Criminal Code (exceeding official powers), Deputy Head of Taganrog administration on Architecture and Urban Development Yuri Kornienko, accused of a crime under part 3 of article 293 of the RF Criminal Code (negligence), Vladislav Akimenko, Oleg Tokarev, Alexander Tokarev, accused of a crime under part 3 of article 216 (violation of safety rules during building).

According to investigators, a non-finished apartment building situated in Taganrog city at Chekhov street, 57/31, collapsed at about 6 p.m. on December 13, 2012. Namely, all its elements, such as interfloor ceiling panels, columns, outer walls, stair flights crushed. The incident happened during the process of pouring concrete for a ceiling panel over the 4th floor. 20 builders were injured in the collapse. Five of them died of the injuries at the scene, fifteen others suffered injuries of different degree.

The investigators established that the cause of the collapse was a set of the crimes committed by the chief architect of Taganrog city Andrey Maksimenko, who illegally issued a construction permit, the developer Vladislav Akimenko, who didn’t perform construction control and exceeded the limits of the allowed building works, contractor Oleg Tokarev and foremaster Alexander Tokarev, who violated building safety rules, as well as Deputy Head of Taganrog administration Yuri Kornienko, aware about the existing violations but who didn’t take any measures against them.
The investigators have gathered enough evidence and the criminal case with the approved indictment has been sent to the court to be tried on the merits.
