On collaboration of Investigative Committee and Federal Tax Service of Russia

The specialists of the Investigative Committee have analyzed the collaboration with the Federal Tax Service of Russia. Thanks to the interdepartmental agreement, signed between the Russia’s Investigative Committee and the Federal Tax Service in 2012 and to the measures elaborated during joint sessions, some serious results were achieved in 2013 and in the first half of 2014. In the course of cooperation, aimed to detect and constraint violations of fiscal legislation, basing on reports received by investigating bodies from the Federal Tax Service departments, more than 1,655 criminal cases were opened in 2013 and 563 criminal cases were initiated in the first quarter of 2014. One of the tasks set while investigating such cases and conducting procedural checks is to take measures to repair the damages caused to the government. Based on the cases sent to court in 2013, more than 2 billion rubles was provided in reparation of damages, and over 12 billion rubles returned to the budget during preliminary checks and investigations conducted after criminal cases had been terminated.

The Investigative Committee jointly with the Federal Tax Service of Russia intends to maintain paying special attention to the issues of repairing damages, caused to the Russia’s budget system and to elaborating measures, securing the inevitability of the punishment for committing fiscal crimes. The work in this direction is transparent, as it helps to prevent such crimes to a big extent. Such preventive measures raise the level of the citizen’s legal awareness, which is confirmed by the amount of taxes collected. This way, according to the Federal Tax Service of Russia, over the first 8 months of 2014 the federal budget received over 4.1 trillion rubles, which is 18% more than in the same period last year.
