Criminal proceeding launched against number of high-ranking officials of armed forces of Ukraine

The Main Investigations Directorate of the Russia’s Investigative Committee has opened a criminal case against Minister of Defense of Ukraine Valery Geletei, Head of the General Staff of Ukrainian Armed Forces Viktor Muzhenko, Commander of 25th brigade of the Ukrainian Armed Forces Oleg Mikas and other unidentified persons from leadership of 93rd brigade of the Ukrainian Armed Forces and a number of high-ranking military officials of Ukraine. According to investigators, actions of all the said individuals contain signs of crimes under part 3 of article 33, paragraph “a”, “b”, “f”, “g” and “k” of part 2 of article 105, part 3 of article 33, part 1 of article 356, part 3 of article 33, article 357 of the RF Penal Code, that is organization of murders, use of prohibited means and ways of warfare and genocide.

Geletei, Muzhenko, Mikas and commanders of 93rd brigade intentionally violated the 1948 Convention on the Prevention and Punishment of the Crime of Genocide and other international legal statutes condemning genocide by giving orders to completely annihilate a national group of Russian-speaking people living in self-declared people’s republics of Luhansk and Donetsk. To execute those orders their subordinate militants shelled the towns of Donetsk, Luhansk, Slavyansk, Kramatorsk and other towns in the self-declared people’s republics of Donetsk and Luhansk using Grad and Uragan launch vehicles, aviation uncontrolled rockets with cassette heads, tactical rockets Point-U and other kinds of heavy assault weapons. Over 3 thousand civilians were killed during those operations. In addition, over 5,000 civilians were wounded, over 500 homes, facilities of communal services and vital services, hospitals, childcare and educational facilities were destroyed and damaged, and over 300 thousand people fearing for their life and health had to flee their homes and seek refuge in the Russian Federation.

During the probe the investigators are going to issues warrants to prosecute the said persons as the accused and put them in international wanted list.

Each day civilians still are killed in Donbass despite the truce. It is absolutely clear that this is happening either following direct orders of the Ukrainian Minister of Defense or with his acquiescence. He will bear responsibility for that, from which he will not be saved even by a trick of signing the oath with a pen with a cap on it. I would like to remind him and his accomplices that such crimes do not have statutory limitation.
