In Dagestan gang members to appear in court on charges of terrorist attack and other serious crimes

The investigating bodies of the Russia’s Investigative Committee for the Republic of Dagestan have finished investigating a criminal case against Rustan Alimirzayev, Sirazhula Ramazanov and Tazhutdin Gadzhiyev. Depending on the role of each one they are charged with crimes under paragraph “b” of part 3 of article 205 of the RF Penal Code (terrorist attack killing a person), part 2 of article 208 (membership in an illegal armed group), part 2 of article 209 (membership in a gang), part 1 of article 208 (financing an illegal armed group), part 1 of article 30, article 317 (plotting to attempt on the lives of law enforcement officers), part 1 of article 222 (illegal circulation of firearms), part 1 of article 228 (illegal drug dealing), part 3 of article 222 (illegal circulation of firearms committed by a group of people) and part 3 of article 223 (illegal manufacture of explosive devices committed by an organized group).

According to investigators, early in 2011, the accused set up and were members of a subversive and terrorist group led by Gasan Abdullayev, which acted in Derbent, Tabasaran, Suleyman-Stalsky and Khiv Districts of Dagestan. The said persons learned how to use firearms, make explosives and improvised explosive devices, how to plant and set off improvised explosive devices. The members of the group had firearms, which they had obtained, stored, carried, transported, given to each other and then used to commit crimes.

On 22 September 2013, the accused to commit an attempt on the lives of police officers on the order received from Abdullayev planted an improvised explosive device of at least 50 kg TNT at Mirza Kalugsky sport complex in the village of Khuchni, Tabasaransky district, aware that officers of local police station and attached forces would be stationed there. However the police officers did not arrive at the sport complex and the accused deactivated the bomb and took it away.

On 23 September 2013, at 8 AM, in the village of Khuchni, member of group Axim Mukailov in a VAZ car rammed the fence and got into the yard of the district police station. Once in the yard he set off an improvised explosive device stuffed with shrapnel and planed in the car. 1 official of migration service and 1 police officer were killed by the explosion, 17 people, 14 of them were police officers were injured and taken to hospital. 16 parked nearby cars were damaged. The building of the police station and the office of migration service got severe damages. Businessmen, physical persons and legal entities suffered pecuniary damage of over 5 kilos and over 2 million of non-pecuniary damage. According to preliminary reports the power of the bomb was more than 50 kg TNT.

The investigators have gathered enough evidence, so the criminal case with the approved indictment has been sent to court to be tried on the merits.
