In Kurgan Region second criminal case initiated over negligence of officials letting violations of rights of orphans after published in media

On 21 October 2014, one of news websites published an article stating that a house built in Stroitelnaya street in the town of Petukhovo, Kurgan Region in 2012 and bought out by the administration of Petukhovo District for orphans was impossible to live in due its poor technical condition. Kurgan Region investigating bodies of the Russia’s Investigative Committee have lunched a criminal investigation in a crime under part 1 of article 293 of the RF Penal Code (negligence).

According to investigators, house 3 A in Stroitelnaya street in the town of Petukhovo, where the administration of Petukhovo District bought in 2012 flats for orphans, is now impossible to dwell in due to partial destruction of its constructions and communications. The house was brought to this poor condition by inaction of officials of the local government, who had not ensured an agreement to be concluded with a facility manager to remove liquid domestic waste from a cesspit and provide technical maintenance of the house.

Senior officials of local authorities are informed about the situation and necessity to restore rights of orphans as soon as possible by providing them with residences fit for living.

It has been reported earlier that Kurgan Region investigating bodies of the Russia’s Investigative Committee launched a criminal investigation in a crime under part 1 of article 293 of the RF Penal Code (negligence) after an article had been published in mass media claiming that orphans could not live in a same house located in the town of Shumikha.

The investigators have revealed that the house was brought to this poor condition by inaction of officials of the local government, who had not ensured an agreement to be concluded with a facility manager to remove liquid domestic waste from a cesspit.

At present investigative operations are underway to identify people involved in the crimes. The investigation is ongoing.
