Charges pressed against Oleg Shakhov

Moscow Main Investigations Directorate of the Russia’s Investigative Committee has charged former head of Khimki town circuit Oleg Shakhov with excess of official powers (paragraph “c” of part 3 of article 286 of the RF Penal Code) within a grand fraud case (part 4 of article 159).

Some of mass media wrongly claim in their publications that the charge is connected with violations during construction of Moscow – Saint-Petersburg road, which is not true.

In reality, according to investigators, it is due to Shakhov’s illegal actions while getting ready documents and signing a state contract in 2008 on works on moving gas grids that ran across Khimky woodland park. While signing the said contract Shakhov was informed on impossibility of its execution, but still concluded the contract with a company and paid an advanced payment of over 21 million rubles causing damage to the budget of the Russian Federation.

At present the investigation is ongoing, Shakhov has been released on recognizance.
