Investigators press charges against CEO of OOO NPO Mostovik

The Omsk Region investigating bodies of the Russia’s Investigative Committee have charged CEO of OOO scientific production association NPO Mostovik Oleg Shishov with crimes under part 3 of article 159.4 of the RF Penal Code (fraud aggravated by deliberate failure to fulfill commitments provided by an agreement in the area of business committed on a very large scale) and paragraph “b” of part 2 of article 199 (evading paying taxes from organizations on a very large scale), part 3 of article 145.1 (failure to pay wages during 2 months committed by a head of an organization out of mercenary or other personal interest).

According to investigators, the CEO of OOO NPO Mostovik violated provisions of Russian Labor Code when he failed to pay wages to the staff for more than two months in a row though could have done it. This way, forensic accounting inquiries have found the facts when wages and other payments were not paid to the staff in the period between January and June 2014, making the debt standing at 535 thousand rubles. However, in the said period of time the accused had every opportunity to pay wages, as the enterprise had received over 17 billion rubles, which was spent among others on some things not connected with wages.

In addition, Shishov is accused of stealing from the Omsk Region budget over 500 million rubles by failing to execute provision of a state contract on construction of the sector Fyodorovka – Alexandrovka of circular road of the city of Omsk while unidentified officials of Omsk Region Road Maintenance Department and the Omsk Region Government illegally transferred the money to OOO NPO Mostovik. As a result over 500 million rubles was stolen from the Omsk Region budget.

The accused between January 2009 and November 2012, Shishov put in financial document of OOO NPO Mostovik and VAT statements knowingly false information that a number of contractors construction and installation work at facilities located in the city of Vladivostok (including a bridge to Russky island during preparation to the APEC summit) in Tyumen, Astrakhan, Moscow, Chita and Omsk regions stating them as tax deductions. As a result Shishov evaded paying over 515 million rubles of VAT.

The investigators have filed a request to arrest CEO of OOO NPO Mostovik Oleg Shishov.

Investigative operations are underway to find and confiscate the evidence. The investigation is ongoing.
