Two criminal cases into frauds with aquarium building investigated in Primorye Territory

The investigating bodies of the Russia’s Investigative Committee for Primorye Territory are investigating a criminal case opened following a check conducted in early November 2014 into frauds in building Primorye Aquarium Scientific and Educational Complex (part 4 of article 159 of the RF Penal Code).

According to investigators, in the period between March 2010 and September 2014, employees of OOO NPO Mostovik (Scientific Production Association) failed to finish Primorye Aquarium in the city of Vladivostok in time despite the fact that it had been prepaid for and stole 1 billion 982 million rubles by deceit. The investigators are now identifying the individuals involved in the crime.

In addition, Primorye Territory Investigations Directorate is investigating a criminal case against Director of Construction Department of Primorye Territory Andrey Poplavsky suspected of a crime under part 4 of article 159 of the RF Penal Code (fraud). The case was opened following a procedure check based on the files of the Primorye Territory Office of the Federal Security Service.

According to investigators, Poplavsky stole over 40 million rubles allocated to build Primorye Aquarium by overstating the amount of work done. Poplavksy is in detention and the investigators are requesting his arrest. The investigators have searched his residence and confiscated collections of orders and expensive watches. They have also found some other property belonging to the suspect, which has been arrested to reimburse the damage.

I have an impression that people working dishonestly in Primorye Territory, being too far from the center of the country geographically, think that they can get away with their crimes. But wherever rascally officials or businessmen are, they have to remember that we all live in the same country with the same Criminal Code and criminal responsibility is the same for everybody who commits crimes. The task of the Investigative Committee is to reveal and investigate crimes wherever they are committed, whether it is Far East region or any other area in the country. Efficient work in this field will allow for favorable conditions for business, work of honest and responsible officials and this in turn will contribute to increase of living standards.
