In Admiral fire case another probe opened in abuse of office by specialists of regional construction surveillance inspectorate

Tatarstan investigating bodies of the Russia’s Investigative Committee have launched a criminal investigation against specialists of State Construction Surveillance inspectorate of the Republic of Tatarstan Galiya Isayeva, 52 and Roman Yudin, 34. They are suspected of a crime under paragraph “c” of part 3 of article 286 of the RF Penal Code (abuse of office entailing grave consequences). Besides, an inquiry was opened against unidentified people over a crime under part 4 of article 33, paragraph “c” of part 3 of article 286 of the RF Penal Code (solicitation to abuse of office entailing grave consequences).

According to investigators, in 2013 and 2014, on the instructions of the prosecutor’s office the inspectorate checked if OOO Zarya followed fire regulations in operation of the Admiral shopping center. Isayeva visited the Admiral shopping center for inspection twice. In 2013, after the inspection she wrote a letter telling that there were no reasons for further inspection. In 2014, despite obvious changes in the area of the shopping center, including a lot of shopping floors adjacent to the façade, full loading of shopping rooms and the information provided by Tatarstan Ministry of Emergency Situations on the changes of functional features of the building and its engineering and technical characteristics the suspect indicated to the official of the prosecutor’s office, who was carrying out the inspection, that there were no signs of reconstruction. Isayeva, however, failed to compare the actual looks of the building with the construction documentation as the senior officials of OOO Zarya had not provided that. There are reasons to assume that Isayeva was solicited by unknown officials of OOO Zarya. Following the inspection the suspect wrote a letter to the prosecutor’s office telling that there were no reasons for further inspection.

In 2014, specialist Yudin visited the building together with Isayeva and was responsible for examination of bearing constructions. His involvement in the crime will be checked during the investigation.

Isayeva has not admitted her guilt. Following a request filed by the investigators a court ruled to place her in custody pending trial.

The investigation is ongoing. The Investigative Committee is going to prosecute everyone involved in the crimes that led to the tragedy. If such involvement is confirmed, the guilty ones will answer for their actions or omission to the fullest extent of the law.
