In Sverdlovsk Region probe opened in negligence of officials following media reports that a boy was injured by icicle fallen from roof

The Sverdlovsk Region investigating bodies of the Russia’s Investigative Committee have launched a criminal investigation in a crime under part 1 of article 293 of the RF Penal Code (negligence) following reports made in the mass media that a 12-year-old boy was injured by an icicle that fell on him from the roof of a building.

According to investigators, on 14 March 2015, the boy was going home after school and was passing building No 23 in Krasnoflotsev street in the city of Yekaterinburg when a chunk of ice fell from the roof and hit him on his head. The boy was taken to children’s clinical hospital No 9 and is still being treated there.

The investigators are questioning eye witnesses and residents of the house. They are planning to question the victim and his legal representatives. They are also questioning the staff of the organization servicing the house (facility manager) and officials of the city district administration.

During the inquest they are going to find degree of bodily harm caused to the boy through a forensic medical examination. The investigators are also checking how well the officials responsible for organization of timely cleaning of snow and ice from the roofs have done their job. Necessary documents concerning servicing of residential buildings and ensuring safety of citizens in winter and spring will be requested from the authorized officials.

A principled legal assessment will be given to the actions (omission) of certain officials following all necessary investigative activities. The investigation is ongoing.
