On 22 March 2015, one of federal TV channels showed a story telling that residents of a block of flats in the city of Tambov over the past 20 years had spent personal funds to make all necessary conveniences in the building available to them with all official licenses. However, local officials declared the building a dangerous structure and would be demolished. They also demand from the tenants to prove using their own funds that the building they had repaired is fit for living.

Following this report the Tambov Region investigating bodies of the Russia’s Investigative Committee have opened a preliminary investigation to check if actions of local officials contain signs of a crime under article 285 of the RF Penal Code (abuse of authority). A procedural decision will be made following the check.
