Veliky Novgorod Mayor suspected of failure to execute court decisions entailing violation of rights of orphans

Novgorod Region investigating bodies of the Russia’s Investigative Committee have launched a criminal investigation against Mayor of the city of Veliky Novgorod Yuri Bobryshev suspected of a crime under article 315 of the RF Penal Code (failure to execute a ruling, decision or any other act of court).

According to investigators, the suspect did not execute decisions of Novgorod district court for a long time. By those decisions the city administration was bound to provide specialized living quarters to orphans and children left without parental care.

Novgorod Region budget allocated to the city administration over 32 million rubles to buy housing for orphans. However, having had opportunity to execute those decisions, Bobryshev failed to take any measures and the money was reallocated for other municipal facilities of Novgorod Region. As a result of his wrongdoings 10 orphans were left without housing.

At present investigative operations are underway to gather evidence. The investigation is under personal control of senior officials of Novgorod Region Investigations Directorate.
