In Yekaterinburg, investigation finished against deputy of Yekaterinburg City Duma Oleg Kinyov

The fourth investigative department of the Main Investigations Directorate of the Russia’s Investigative Committee has finished investigating a criminal case against Yekaterinburg City Duma deputy Oleg Kinyov and other individuals. They are charged with crimes under part 4 of article 159 of the RF Penal Code (fraud on a very large scale, entailing stripping a citizen of their right to a residence) and paragraphs “h”, “j” of part 2 of article 105 (murder).

According to investigators, in November 2013, an 80-year-old woman from Yekaterinburg applied to Yekaterinburg City Duma to help her to be placed in a nursing home. Kinyov took up the issue and gained the woman’s trust and in spring 2014 he fraudulently got hold of her three-room apartment. He registered the apartment in the name of his assistant.

In April 2014, the woman learned about the fraud and filed a report with the police. She also applied several times to the city mayor – Chairman of the City Duma complaining about Kinyov. Having learned about that, Kinyov hired two residents of Sverdlovsk Region to kill the elderly woman for 100 thousand rubles.  The said men killed the woman in May 2014. The next day one of them dismembered the body, took it out and hid on a dump located in a swamp in the woods.

It is worth noting that all the defendants pled guilty.

In addition, during the probe the investigators revealed facts demonstrating that police officers and mayor of Yekaterinburg had failed to properly discharge their duties. Requests of taking measures were filed.

At present the accused and their lawyers have started reading case files containing 36 volumes.

As soon as they are finished the criminal case will be forwarded to the prosecutor to be sent in court.
