Tatarstan investigating bodies of the Russia’s Investigative Committee have charged Chairman of the board of directors of facility manager AS Management Alexey Semin in absentia with crimes under part 3 of article 219 of the RF Penal Code (fire safety violation entailing death of two or more people by negligence), part 2 of article 201 (abuse of power entailing serious consequences), part 1 of article 327 (forgery of a certificate or any other official document that gives right or release from a duty, with the purpose of using or selling such a document), part 3 of article 238 (carrying out works or provision of services that do not meet safety standards entailing death of two or more people by negligence). Earlier the same charges were brought against CEO of OAO Investment Construction Company and ZAO facility manager AS Management Robert Khayrullin.
According to investigators, in 2007, Semin’s and Khayrullin’s companies purchased production premises located in Klara Tsetkin street in the city of Kazan that previously belonged to Serp i Molot plant. After a number of procedures the premises were called a shopping center. Later they were let on lease to the leadership of Zarya company misled that the focused manufacturing premises could be used as a shopping center. The building lacked necessary engineering communications including fire systems. The leadership of the leaseholder company aware of fire safety violations failed to take any measures to eliminate them. As a result the facility was used with gross fire safety violations since 2013.
Following a request filed by the investigators a court ruled to remand Khayrullin in custody pending trial. He did not admit his guilt.
Semin is wanted. Soon the investigators are going to file a request asking to take him in custody pending trial.
Property of ZAO AS Management, the owner of the administrative building of the Admiral shopping center, was arrested, namely – over 400 real estates and lands in Russia.
At present there are 12 people under investigation. Apart from Semin and Khayrullin there are OOO Zarya, the leaseholder of the Admiral shopping center Guseyn Gakhramanov, his deputies Nikolai Kayekin and Gyulguseyn Nadzhafov, head of inter-district bailiffs’ office for special enforcement proceedings of Tatarstan Office of the Federal Bailiffs’ Service Zhanna Alparova, former executor Minzilya Safina, specialists of the State Construction Surveillance Inspectorate Galiya Isayeva and Roman Yudin, and three workers Nail Gabdulkhayev, Firdinat Uldanov and Albert Khalikov.
