Investigation finished in violation of rights of disabled in Nizhny Novgorod Region

The Nizhny Novgorod Region investigating bodies of the Russia’s Investigative Committee have finished investigation against 48-year-old Akhmidiya Ginyaz ogly Bayramov. He is charged with a crime under part 1 of article 282 of the RF Penal Code (actions aimed at disparagement motivated by social difference committed publicly).

According to investigators, in the afternoon of 11 August 2015, a 27-year-old woman suffering from autism and cerebral spastic infantile paralysis together with her carer were in the Car Works Amusement Park in Nizhny Novgorod. The two women went to Flamingo café located in the Park. The employee of the café saw the women and thought that a person with disability might scare off clients and demanded the women to leave. When refused, the accused publicly humiliated the victim as a person with disability in the presence of witnesses by loudly repeating humiliating phrases that contained negative account of the physically-challenged woman.

The investigators have enough evidence against the accused. The charges are sustained by witness statements, conclusion of a forensic linguistic inquiry and other evidence. The accused have admitted his guilt, read the files and requested that his case was heard in special order.

At present the case has been forwarded for the indictment to be approved and to be sent into court then.
