The seventh investigations department of the Main Investigations Directorate of the Russia’s Investigative Committee located in the city of Rostov-on-Don has finished investigation against former deputy head of Rostov Region Traffic Police Office Alexander Otsimik and Shaikhav Gadzhiyev. Depending on the role of each one they are charged with crimes under part 6 of article 290 of the RF Penal Code (taking a bribe in the form of money and illegal provision of services of material nature for illegal actions for a bribe giver and persons represented by them), part 3 of article 33, paragraph “a” of part 3 of article 111 (organization of infliction of grievous bodily harm dangerous for life committed in connection with victim’s professional activity).
According to investigators, Otsimik disagreed with the activity of his superior – Head of Rostov Region Traffic Police Department Sergey Morgachev and decided to organize an attack on his chief. To do that through help of his accomplice hired Gadzhiyev, a resident of Astrakhan, for a fee of 500 thousand rubles. Gadzhiyev with the help of two perpetrators and one accomplice organized the attack on Morgachev on 25 March 2015 in the city of Rostov-on-Don during which the latter sustained grave injuries.
In addition, between August and September 2013, Otsimik, while serving as head of Rostov Region Traffic Police Department took a bribe of money and illegal provision of services of material nature worth a total of over 2.3 million rubles for getting number plates with particular series of numbers and letters on them to bribe givers.
The investigators have enough evidence so the criminal case with the approved indictment has been sent to court to be tried on the merits.
At present the investigation against the accomplice through whom Otsimik involved perpetrators is almost finished, one of the perpetrators is wanted and another accomplice and a perpetrator were found guilty by court.
