Probes launched against former director of orphanage suspected of negligence and over unsafe services entailing death of children in Leningrad Region

During the investigation in a traffic accident that killed children from a children’s home (part 5 of article 264 of the RF Penal Code), the Leningrad Region investigating bodies of the Russia’s Investigative Committee have opened a criminal investigation against former headmaster of Anisimovo Children’s Home located in Boksitogorsk District, Leningrad Region. She is suspected of a crime under part 3 of article 293 of the RF Penal Code (negligence entailing death of two or more people). An investigation was also opened in a crime under part 3 of article 238 of the RF Penal Code (providing unsafe services that entailed death of two or more people). The two cases were joined to form a single law suit.

According to investigators, a traffic accident involving a minibus carrying the children from the children’s home and a truck happened on 11 April 2015, at a crossroads of motorways Samoylovo – Zinovya Gora and Pikalyovo – Strugi in Boksitogorsk District, Leningrad Region. The accident was caused by the minibus driver and claimed lives of the driver and three children. The rest of the passengers were injured. The children were going to a sports competition that had to be held in the town of Kirovsk, Leningrad Region.

In addition, it has been revealed, that the director of the Anisimovo Children’s Home violated the laws of the Russian Federation and Leningrad Region and some other regulatory acts, when she received the invitation for the children to take part in the sports competition Sports Spring – 2015 in the town of Kirovsk, Leningrad Region and made orders for the children to be carried to the venue, but failed to ensure that safety requirements were met. She did not charge anybody with the obligation to prepare and organize the trip and ensure that safety requirements were met, and namely: she did not receive a decision that the minibus with children had to be escorted by a traffic police car or the notification that such a request was refused; did not made sure that the minibus driver had actually sent such a request; did not take measures to check if the driver had a medical and technical examination before the trip; did not check if the minibus met technical standards laid for the minibuses designed to carry children. This way, her negligence led to such tragic consequences.

At present, investigative operations are continued to find out all the circumstance of the crime and identify all the people involved in the tragedy.
