Probe opened in Perm in negligence of officials responsible for commissioning and purchase of 150 flats for state ownership

The Perm Territory investigating bodies of the Russia’s Investigative Committee have opened a criminal investigation in a crime under part 1 of article 293 of the RF Penal Code after negligence of officials of the municipal engineering and architecture department of Perm city administration and Perm Territory ministry of construction and housing and communal services.

According to investigators, the Perm Territory ministry of construction and architecture and some company concluded a contract on purchasing for the state ownership of Perm Territory 150 flats in 5 blocks of flats worth over 230 million rubles that were being constructed at the time to give them to orphans and abandoned children. Based on the checks made by officials, permissions to put the houses into operation were issued and the certificate confirming passing of 150 flats to the state was signed, which also stated that officials had no complaints about the actual technical condition of the houses and flats, communal property in the houses, sanitary and technical and other equipment in the flats. Between May and August 2015, the said flats were provided by orphans and abandoned children.

However, at the moment when the permissions were issued and the certificate signed the company still had not accomplished all its commitments under the contract. In addition, the area of the flats purchased by the state for orphans was less than that under the law. As of 22 September 2015, the houses were not fully connected to cold water supply or drainage systems.

As a result of negligence of the officials of municipal engineering and architecture department of Perm city administration and Perm Territory ministry of construction and housing and communal services, rights and legal interests of the state and orphans were violated.

At present, a set of investigative and search operations are underway to identify people subject to prosecution, to calculate the damage done to the state and to reveal all the circumstances of the crime. The investigation is ongoing.
