Former director of property and land relations department of Rostov-on-Don found guilty of abuse of power

A court has recognized the evidence gathered by the Main Investigations Directorate of the Russia’s Investigative Committee based in the city of Rostov-on-Don sufficient to convict former director of the Property and Land Relations Department of Rostov-on-Don Alexander Kochergin. He was found guilty of 5 counts of a crime under paragraph “c” of part 3 of article 286 of the RF Penal Code (abuse of power).

The court and investigators have revealed that Kochergin abused his power of resolution when in 2009-2010 he sold five pieces of land on the bank of the Don River to OOO Rostov Universal Port at understated cost. The area of the said lands was over 350 thousand square meters. In addition, to register the ownership of the land OOO Rostov Universal Port filed with the administration documents stating that there were fictitious constructions on the bought property. These details were revealed by investigators using satellite pictures among other means. As a result, the city of Rostov-on-Don suffered damage of over 504 million rubles due to the loss of ownership of the said property.

The court sentenced Kochergin to 4 years to be served in a minimum-security penal colony.
