In Primorye Territory deputy CEO of Repairs and Construction Department jailed for commercial bribery during construction of aquarium

A court has recognized the evidence gathered by the Primorye Territory investigating bodies of the Russia’s Investigative Committee sufficient to convict head of project – Deputy Director of the Repairs and Construction Department Dmitry Mingalyov. He was found guilty of a crime under part 3 of article 204 of the RF Penal Code (commercial bribery).

The court and investigators have revealed that in April 2015, Deputy Director of the Repairs and Construction Department Vladimir Nikitin offered Mingalyov to get constant inflow of money from subcontractors for assisting them to conclude contracts on construction works on the premises of the Primorye Aquarium with the Repairs and Construction Department. Mingalyov informed the CEO of the future subcontractor company about his capabilities and asked for that 10% of the total sum of the contract. After the contract had been concluded the Repairs and Construction Department transferred from its account 33 million rubles, while the accused received 2 million rubles, which was a part of the total bribe of 5 million rubles. The two accused divided the money. The crime was solved with assistance of the officials of the Primorye Territory Office of the Federal Security Service.

The court sentenced Mingalyov to 2.5 years to be served in a minimum-security penal colony and a fine of 10 million rubles.

The case against Nikitin was severed to form a separate lawsuit.
